Are COVID-19 passports the answer for pubs?

As we approach the reopening of pubs on 12 April for outside service, a late complication has been thrown into the mix with the suggestion that pubs and bars may choose to operate a COVID-19 passport policy so that customers could show that they'd had either a vaccination or a negative test. As the possibility of COVID passports has been discussed for months, I don't see why the government is raising the matter only now - so soon before reopening.

Pubs need more notice to help them plan staffing levels and how much drink to order, especially after a year of lockdowns. The British Beer and Pub Association (BBPA) has calculated that up to 87 million pints of beer - equivalent to £331m in sales - will have been thrown away in the UK as a result of COVID lockdowns.If pubs operate a passport policy, whether voluntary or mandatory, they would have to pay for a bouncer on the door to check passports before admitting people. Many pubs, smaller ones in particular, would struggle to pay for the extra staff member, especially after a year of lengthy closures interspersed with restricted trading due to COVID regulations.

The BBPA has expressed concern that passports will lead to confrontations between disappointed customers and staff. While this is distinctly possible, my view is that such incidents will be more likely if passports are voluntary because licensees will not be able to argue that they are simply enforcing the law.

Kate Nicholls, chief executive of UKHospitality, said: "It is crucial that visiting the pub and other parts of hospitality should not be subject to mandatory vaccination certification. It is simply unworkable, would cause conflict between staff and customers.”

Both organisations have pointed to the millions spent by the sector on ensuring a safe environment for customers and staff, and to the fact that, when pubs could open, no surges in infections have been linked to them.

CAMRA is opposed to vaccine passports because pubs have suffered badly over the last twelve months and could do without unnecessary restrictions. Furthermore, passports could prevent younger drinkers going to pubs while they wait for the vaccine rollout to reach their age group.

► This is word-for-word the article that I wrote for the CAMRA column in two local papers, the Southport Visiter and the Ormskirk Advertiser. The following is my own opinion which did not appear in the papers.

In relation to the idea of CV19 passports, I am frequently hearing claims, including from one member of my own CAMRA branch, that insisting on them before entry to pubs would be a form of discrimination. This use of the term 'discrimination' usually refers to prejudice in thought or action against people for irrational reasons such as skin colour, nationality, gender, sexual orientation, disability, religion, and so on. A suggestion of discrimination is potentially a serious accusation which needs to be examined.

I am a committed equality and diversity person and in my last job, there was a time when I was simultaneously an equal opportunities trainer for my employer and an equality and diversity spokesperson for my trade union. I cannot see how any licensed premises that did refuse admission because the customer didn't have a passport would be guilty of any breach of discrimination laws, no more than if admission was refused on, say, dress code grounds. If introduced now it would, for example, certainly prevent younger drinkers from being able to enter pubs, but not because of irrational prejudice, but as a health & safety measure to try to combat a pandemic that has so far killed 2,840,000 people worldwide. Measures to combat disease are not irrational, so to insist upon them cannot be described as discrimination, even they do disadvantage certain sectors of the population.

That is my view on the principle, but there are a number of practicalities that would have to be addressed before a passport scheme could be implemented:


• The potential for confrontation when people are refused admission must not be underestimated. 
• Confrontations would be more likely if the scheme were voluntary because licensees could not argue that a passport was required by law.
• Some pubs would struggle to meet the cost of an extra member of staff on the door to check passports before letting people in.
• Timing: when would be the best time to implement a passport scheme to ensure that as few people as possible were disadvantaged?
• How do we deal with those who cannot have the vaccine for genuine medical reasons? (In my view, this doesn't include a dislike of needles)
• Any new CV19 variants against which existing vaccines were inadequate would instantly make the passport scheme pointless. 
• We would need adequate measures to prevent forged passports. 
• Far from encouraging confidence in pub-going, the scheme may well deter some drinkers from returning to the pub. 

I've not heard of any surges in infections that have been linked to pubs and bars. Indeed, every one I visited during the gaps in lockdowns was very conscientious in administering and enforcing the official guidance, so we have to question whether the cost, effort and practical difficulties involved in such a scheme would be worthwhile. Although I don't have a problem with the principle of CV19 passports, I consider that the difficulties I've referred to and the potential consequences render the idea a non-starter.

CAMRA - coping manfully with the 20th century

In my capacity as press officer of CAMRA's Southport & West Lancs branch, I sometimes use national CAMRA press releases in my articles in the local papers, and one thing that increasingly irritates me about them is the description of Nik Antona as the campaign's national 'chairman'. This term was even used when two women, the late Paula Waters and Jackie Parker, held the post.

I have belonged to a number of organisations, campaigns and political parties over the years and CAMRA is the only one that still uses such old-fashioned terminology. When I became a union rep in 1984, my union had scrapped gender-specific terms years earlier and - believe it or not - the world didn't implode. There are three main reasons why I feel that change is long overdue:

  • Use of terms such as 'chairman' reinforces the stereotype of CAMRA as a lads' drinking club rather than a campaign to represent all real ale drinkers, an image problem that has discouraged some people, mostly but not exclusively women, from joining. Such a stereotype also has the effect of diminishing any influence we may hope to have. Viz magazine had a cartoon strip that mercilessly took the mickey out of real ale drinkers, and if we're being honest, we real ale drinkers have all met people who resembled the Viz caricatures.
  • Gender-specific terms are on the decline in general, with terms such as police officer, fire fighter and seafarer increasingly becoming the norm. There are women in the acting profession who prefer the term 'actors' to 'actresses'. Some gender-specific terms have become completely obsolete, such as baxter for a female baker and brewster for a female brewer; I have seen one or two beer writers pretentiously, but pointlessly, using the latter term, but they really are swimming against the tide.
  • Whether you agree or not, it is a fact that some people find such terminology irritating, or worse. For a mass membership organisation, discouraging potential supporters by using outdated language really is an own goal, one that is both wholly unnecessary and very easy to prevent. 
One argument that I've heard deployed against change is, "I'm not a piece of furniture!" This is, frankly, quite silly. The term 'chair' when used as the title of the person presiding over a meeting is being used symbolically, not literally. Other examples are:
  • The use of the term 'the crown' in reference to our head of state: as far as I know, the queen has never been heard to say, "I'm not a piece of jewelry". 
  • The Crown Prosecution Service will take you to court in the queen's name and not on behalf of an expensive trinket, and the Netflix series 'The Crown' is not a multipart documentary about royal jewelry.
  • Magistrates are routinely referred to as 'the bench', and yet you don't hear them complain, "I'm not a piece of furniture!"
Dea Latis is an organisation committed to "bringing beer to women". While I welcome this organisation and its aims, surely this is something CAMRA should have been doing; I think we missed a trick here and our image is part of the problem.

A genuine commitment to equality and diversity has to include the language we employ. Clinging on to outdated terms simply reinforces stereotypical attitudes, especially among our detractors. We are foolish to give them ammunition, while at the same time discouraging people who might otherwise support us.

In CAMRA's 50th anniversary year, surely it's about time the organisation took a decisive step forward into the 1980s.

Pub closures – an ongoing misfortune

The Christmas and New Year holiday is often an occasion to reflect on the past as well as look forward to the future. This post is about a couple of local real ale pubs that I used to frequent but which are now closed.

First is the Old Ship on Eastbank Street, Southport. I discovered this pub at a time when I was helping run a folk song club that had become homeless. A friend who worked at the brewery (Tetley Walker) arranged for us to use the function room which became our club's home for several years. I began to go there at other times and made many friends there.

The manager Charlie Oliver was popular and was known for his well-kept Walkers ales. Bikers liked the pub, which had a great rock juke box. I remember Meatloaf was blasting out with “I'll do anything for love but I won't do that”. One biker at the bar asked, “What won't he do for love?” His mate replied, “Lose weight.”

On another occasion, a young man was being obnoxious. When Charlie politely asked him to leave, he began to argue, at which five bikers simply stood up. He then decided discretion was the better part of valour and hurriedly left.

The Falstaff on King Street later became my local, and we used to hold informal song sessions there. It was managed by Gail Heyes (now at the Guest House), had an extensive choice of well-kept real ales that drew drinkers from far and wide, and a good value food menu as well. We held a few successful musical charity fundraisers there. Unfortunately this pub later had two extensive refurbishments in the space of 18 months, the most recent just over four years ago. 

Regrettably both of these pubs have been closed and boarded up for some time, two of the 13,600 pubs that have closed in the UK since 2000. People walking past them now just see boarded up buildings, and most will be unaware that they used to be thriving community pubs, focal points for people to meet, have a few drinks and enjoy each other's company.

I'm sure most pubgoers realise that pub closures will accelerate as a result of the current pandemic. Our towns and cities will have more boarded up pubs to be sold for change of use or redevelopment. The government seems intent on doing the bare minimum to help - what's been offered has been wholly inadequate - and indeed seems to be opting for tier restrictions that are doing more harm than good. I'm not convinced that this is entirely due to their habitual incompetence - I suspect that there may be a hidden agenda, as I wrote here in September - but either way, the vaccine rollout will come too late to save thousands of pub from closure.

Support pubs for the long-term good

Regrettably, politicians adopting sad faces and praising pubs as the hearts of our communities won't save a single one from the consequences of prolonged closure or extremely restricted activity during the COVID-19 emergency. Decisive action is needed, not just for pubs but for the hospitality industry in general. The £1000 one-off payment in this month to wet-led pubs is like giving a single chip to someone who hasn't eaten for a week.

I, and many others, have explained the social value of pubs both before and during the pandemic, but there are also good pragmatic reasons for supporting the hospitality industry through the current problems. The licensees of most pubs are tenants running their own individual businesses in premises rented from a pub company; the days of pub managers employed by the brewery are largely in the past. If a licensee goes bankrupt, the pub's owners can advertise for another tenant, or they may decide to sell the building for redevelopment. Nowadays, a pub on a prime site can be worth much more to the owners closed and sold than open and operating, and if that happens, the business and the employment it provides is lost permanently.

It's consequently very worrying that we are in danger of losing many of our treasured locals because of the pandemic restrictions. If whole swathes of the hospitality industry do disappear permanently, the rise in long-term unemployment will be considerable. Unemployment doesn't come cheap.

In this situation, it makes more sense to help those businesses and jobs survive now and preserve as much of the hospitality industry's infrastructure as possible rather than having to pay for a huge increase in unemployment benefits for many years to come. Now is the time for our government to take the long view, but what's on offer at present is no more than crocodile tears and sympathy. Unfortunately, as we have a clueless government that believes to be 'oven ready' means taking a year or more to achieve absolutely nothing, I'm not optimistic.

'Coming out' with Mixed feelings

No one could ever accuse me of being a Little Mix fan; apart from anything else, I am definitely not part of their target audience, and until I decided to write this post, I couldn't name any song they've recorded. However, while I don't usually pay much attention to acts that come through TV talent shows, I've always had a certain respect for this group.

When they were doing well on X Factor, the name proposed for them was Rhythmix. At the time I thought this sounded very like the Annie Lennox and Dave Stewart band Eurythmics, but an even closer similarity came to light: when X Factor tried to trademark the name, it turned out that it was already being used by a children's music charity based in Brighton, who quite reasonably didn't want their name to be appropriated. I read at the time that Simon Cowell was all for brazening it out - clearly no one tells Simon what to do - but the young women themselves decided to change their collective name to Little Mix. "Good on them!" I thought, genuinely impressed.

Last week in the aftermath of the worldwide protests following the murder of George Floyd, the group's Leigh-Anne Pinnock published a video, now gone viral, in which she talks about her own experiences of racism. She described one particular incident as the biggest awakening of her life when she was filming the video for the group's single 'Wings'. The director and choreographer Frank Gatson, himself black, told her: "You're the black girl. You have to work 10 times harder." She said: "Never in my life had someone told me I would need to work harder because of my race", but in time she found he'd been right.

Other artists who have publicly described similar experiences have lost fans as a result, but Leigh-Anne's attitude is: "I don't care if I lose fans. Now the whole world is speaking about it and hopefully there is going to be a change. I feel hopeful." [More about this on the BBC news site here.]

Her band mate Jade Thirwell has also described some of the racism she had been subjected to, saying: "If you weren’t evidently black, you were called the P-word or called 'half-caste'. I would get so confused because I’m not from Pakistan. One time I got pinned down in the toilets and they put a bindi spot on my forehead – my mam was fuming!... I’d identify myself as mixed-race; if I delved deeper, I’d say of Arab heritage, I guess. I’ve had an inner battle of not knowing where I fit in or what larger community I fit into."

Jade was rightly incensed when media coverage of her description of this racism was illustrated by a photograph of Leigh-Anne, telling them: "You might want to make sure you're using an image of the correct mixed race member of the group." A good example of casual racism - almost certainly unintended, but racism nonetheless.

Although I'm a white male, I can to a very limited extent identify with some of this. During the height of the 'Me Too' movement, I became sick of reading comments by people - mostly but not exclusively male - asking why it had taken so long for some of the accusers to tell their stories, with more than a few sarcastically suggesting the motive was money. I was so incensed by such stupidity that I 'came out' myself in a post on Facebook about my own experiences of being on the receiving end of sustained domestic violence. In response to anyone who questioned why it had taken some of these women perhaps 10 or 15 years to come forward, I pointed that my own 'coming out' had taken nearly 40 years.

I'm not deluded: I do understand that I don't have the public profile of Leigh-Anne and Jade, but I also know it is not easy to put something so personal and painful in the public domain, so I admire the steps they have taken: it cannot have been easy, but if my own experience is at all relevant (and I leave others to judge that), I'm sure they won't regret doing it.

Lockdown thoughts & pubs

The last time I went for such an extended time without going to the pub was forty years ago when I was on the dole. That spell of involuntary abstinence ended on 7th July 1980 when I began working for the DHSS in Liverpool which, as I used to say at the time, involved me jumping from one side of the counter to the other.

Back then I'd sometimes walk past busy pubs in which it seemed everyone was having a really great time. They probably weren't especially - it would have been just another day to them - but forbidden fruit does have a special allure, particularly when you can observe others enjoying it seemingly without a second thought.

The big difference is that today, while everyone is currently excluded from pubs, abstinence has not ensued: off sales have gone through the roof as people resort to drinking at home. This includes me, even though previously I rarely did so as I view having a pint as a social activity. Home drinking is easier today than it would have been had this pandemic occurred 40 years ago. In 1980, only heavily-regulated off licences were allowed sell alcohol for consumption off the premises. The current situation whereby supermarkets, corner shops, petrol stations and other retail outlets can sell alcohol in the same way as any other goods was still years away.

I remember in the 1980s when a supermarket in Southport applied for a licence to sell alcohol, rigid restrictions were imposed: the alcohol had to be confined to a separate room with its own till, and you couldn't wander into the main shop with a bottle and pay for it at one of the normal tills. This controlling, paternalistic approach to the sale of alcohol was based on a mistrust of ordinary people who, it was thought, would go on wild booze-filled orgies of destruction if restrictions on selling alcohol were eased. I recall worried letters in the local press about the dire consequences of allowing that particular supermarket the licence it wanted. Images were dreamt up of of drunken crowds in the streets and tipsy housewives neglecting child care and household duties - the ultimate horror of paternalists everywhere: no dinner on the table!

Curiously, the world didn't end, and I'd expect that younger drinkers today would regard the restrictions on alcohol sales that I grew up with as a quaint, ancient curiosity as remote from their own lives as rationing or the BBC Home Service.

I've had quite a few chats with friends who, like me, are looking forward to when we can go to the pub again, but it is becoming increasingly obvious that we won't be returning to the way things were. Most of us realise that some pubs will be unable survive a loss of trade for so long and will never reopen, but there will be two other causes of permanent closures. After restrictions are lifted, I anticipate that home drinking will remain significantly higher than it was pre-CV19, and I've little doubt pub-owning companies will use the prolonged closure to argue that reopening some pubs is not viable, allowing them to implement lucrative redevelopment schemes that have previously been successfully opposed. For example, Liverpool's Roscoe Head, which has been run by the same family for 35 years and is the only pub in the North to be in every edition of the Good Beer Guide, was under renewed threat even before we'd heard of lockdown. For this pub, the timing of the pandemic couldn't be worse.

I have read in the CAMRA newspaper that it is possible that we may lose as many as 40,000 pubs. I sincerely hope this is wrong, but am not much reassured by the fact that such worst case scenarios rarely come to pass.

► I was pleased to see on the Facebook page of my local, the Guest House in Southport, a photo of the newly-varnished floor. It had been looking rather tired, and the fact they have used the closure to improve the pub is encouraging news, suggesting it is not in line for redevelopment or conversion to another use. I hope so anyway.

Who writes pretentious real ale tasting notes?

Am I alone in thinking that real ale tasting notes are mostly pretentious twaddle? I picked up Wetherspoon's guest ale tasting notes and selected a few beers that I am familiar with.

Marston's Wainwright: "This pale straw-coloured beer has a subtle sweetness, with delicate citrus fruit overtones, complemented by sweet honey notes to deliver a refreshing character."

I struggle to detect sweetness, subtle or otherwise, nor any hint of honey, although there is possibly the faintest whiff of citrus. I am suspicious of any beer described as refreshing, which usually means lacking in any distinctive flavour, as here.

Salopian Golden Thread: "This bright golden ale is brewed using wheat and lager malts, plus an infusion of aroma hops, resulting in a clean, crisp palate, hints of sweetness and a long fruit-filled finish."

I like this beer, and in fact had a few yesterday, but did not detect any hint of sweetness or a fruit-filled finish. I thought it a fairly dry beer.

Adnams Broadside: "This classic beer is a deep ruby colour, rich in fruit cake aromas, with hints of almonds and fruit in the smooth, malty flavour, leading to a balanced, lasting finish."

Another beer I like, but I wonder whether whoever wrote this has ever eaten a fruit cake? I've never detected almonds or fruit in the flavour.

I could write more but I'd just be labouring the point. It's all about trying to elevate beer from the old image of a cheap product drunk in quantities in street corner pubs to something on a par with wine, which is why we now have the ridiculous title of 'beer sommelier'. It's also why we now have beer and food matching, because that's what often been done with wine. Personally, I'm not very keen on drinking beer with food; if I have a pub meal, I don't usually touch my pint while I'm actually eating.

I suppose in the great scheme of things such an approach to beer drinking is relatively harmless, although I can imagine that if the image of real ale drinking becomes insufferably precious, some people may well be put off ever trying it.

CAMRA and gender terminology

I welcome CAMRA's involvement in the Women In Beer festival. However, shouldn't we put our own house in order? Isn't it time to ditch old-fashioned, gender-specific terms such as 'chairman', and use gender-neutral terms such as chair, chairperson or even president?

• Reply: 
Thank you for getting in touch. We have suggested the terms get reviewed, but it is down to the individual who holds that seat to decide what they'd like to be called - when Jackie Parker was Chairman, her preference was to be called Chairman rather than Chair!

I will forward on again the feedback though, as we have had leadership changes in the last year who may feel differently.

• My response:
I don't see it as a matter for personal choice because the terms must be prescribed in some kind of constitution, which probably needs amending. It is possible that Jackie Parker used 'chairman' because that was the official term.

Nowadays gender-specific terms such as 'chairman' make CAMRA look like an old-fashioned boys' club, rather than the inclusive campaign it would claim to be. Terms such as 'firefighters', 'seafarers', 'police officers' and 'actors' (for both genders) are increasingly becoming the norm.

The usual response from those who oppose gender-neutral terminology is something along the lines of "The position is not a piece of furniture". That is immature nonsense: the queen is often referred to as 'the crown' (e.g. the Crown Prosecution Service), but she is not a piece of jewellery, 'black rod' refers to a parliamentary officer, not a stick, and 'the bench' refers to three magistrates, not a long seat. My trade union has had gender-neutral terms since at least the 1970s, long before I joined, and - amazingly - the sky hasn't fallen in.

As the branch press officer, I write a weekly CAMRA column in two local papers. If I use a national CAMRA press release, I always replace 'chairman' with 'chair'. No one in the branch has complained.

This really shouldn't be an issue in the 21st century. However, I appreciate the fact that you will pass on my feedback: would you include this e-mail as well? Thanks.

Real ale 'isn't dear enough' and it's all our fault!

A couple of months ago I picked up the summer issue of Ale Cry, the magazine of the CAMRA Central Lancs Branch. It's an interesting mag, and its layout and presentation are much better than a few years ago when, although the articles were okay, it looked like a badly-produced college rag mag. One article grabbed my attention, 'The Price Of Your Pint Revisited', written by the editor Adrian Smith - you can read the article concerned here (on page 22).

The general thrust of the article is that we drinkers are reluctant to pay what he considers a fair price for real ale with the consequence that real ale may be "dumbed down" to save costs, or discontinued altogether. He makes some international comparisons, but comparing our beer prices with those in other countries is of little value unless you also compare average incomes, taxation levels, duty, and indeed all the many other factors that affect what we British drinkers pay.

He also has some scathing words for Wetherspoons and the vouchers that they give to CAMRA members, describing this membership benefit as CAMRA encouraging members to visit JDW pubs at the expense of traditional pubs, even though it is actually funded by Wetherspoons, not CAMRA. The value of the vouchers, £20 per year, equates to 39p per CAMRA member per week, not an amount, I would suggest, that would drive traditional pubs to close, especially as 99.7% of the UK population are not CAMRA members.

Many organisations have benefits for members provided by outside businesses; indeed, some of the membership benefits I am entitled to claim, in addition to those via CAMRA, come through my trade union, the National Trust, my railcard, my car breakdown service and even my folk club. Furthermore, there are 17 other companies that offer perks to CAMRA members, some of them in the beer and hospitality industries - but there's not a word in Ale Cry bemoaning any of those. Besides, there is absolutely nothing to stop any other pubco making similar offers.

At this point I wondered whether I was beginning to detect the anti-Wetherspoons snobbery that, regrettably, some CAMRA members are prone to, a perception reinforced by a statement in the Ale Cry article that, "Real ale on sale at £2.09 a pint is frankly ridiculous". Why? Wetherspoons are making a profit, so if they can afford to sell beer at such a price, why shouldn't they? Perhaps it's the perception of the clientele that Wetherspoons' prices are said to attract: people on benefits, parents with screaming brats running wild and pensioners drooling into their cheap meals, all of which shameful slanders - and more - I have read too many times (although not in the Ale Cry article). I consider such generalisations about Wetherspoons clientele both inaccurate and disrespectful.

CAMRA says that avoiding isolation by going to the pub is a good thing, but without Wetherspoons, many people on low incomes could rarely, if ever, afford to go out for a pint; they would certainly have no chance of paying the price for real ale that Adrian Smith thinks they should.

I've written before about the price of beer, most recently in June 2018 here. One point I have made several times is that in 1972, a pint of bitter here in the north west was around 13p or 14p. Using the Bank of England inflation calculator, I learned that 14p back then is equivalent to £1.82 in 2018. In recent years, and especially since 2010, ordinary people's incomes have definitely not increased correspondingly. In real terms, beer is nowadays markedly dearer while many people's incomes are lower. It's logical to assume this is a significant reason why drinkers are reluctant to pay more for real ale, but the Ale Cry article makes no mention if it.

A list of factors affecting pub usage, the level of beer prices in pubs and what people can afford would include (in no particular order):
  • Beer taxes that over the years have risen by more than the rate of inflation, and which are among the highest in Europe.
  • Excessive business rates (which, incidentally, are set by Whitehall, not councils).
  • Pub companies overcharging their tenants for rent, supplies (including all drinks) and building maintenance.
  • Rising costs for brewers (e.g. raw materials) and pubs (e.g. utility bills).
  • Falling beer sales overall.
  • Changes in drinking habits, with many young people preferring go to bars and clubs rather than traditional pubs.
  • More choices of places to drink, such as bars, restaurants, hotels and clubs.
  • Cheap drink in supermarkets.
  • Sophisticated home entertainment systems.
  • Austerity, leaving people with less cash and either unemployed or worried they might be.
  • The increase in insecure employment, zero hours contracts, and minimum wage jobs.
  • The smoking ban.
In the face of all this, it seems perverse and facile to criticise the drinker, and I am surprised that the editor of a drinkers' campaigning magazine does so. I did e-mail him a couple of months ago making some of these points but received no reply.

Liverpool's Dispensary to shun real ale

I was chatting to Dave in the Lion Tavern in Liverpool on Tuesday; I was there for our monthly singaround. He was telling me the the current licensee of the Dispensary on Renshaw Street, also called Dave, is retiring.

I wrote about this pub almost exactly 6 years ago on 19 September 2013: "This pub has won Liverpool CAMRA's Pub of the Year award in the past, and I have spent happy afternoons and evenings there. The licensee once took the mickey out of me when he saw me at the bar writing down all the beers that were on. He obviously didn't believe me when I told him I was making notes for my beer blog."

He actually declared in a loud voice that "We've got another ticker in!" One thing I am not is a ticker, but I took it as banter, even though Dave's reputation was such that I doubt he'd have been bothered if I had been offended. His approach to customer service has been described as eccentric, but I always found that the beer was on good form.

Dave in the Lion told me that the Dispensary will now be focusing on craft ales and cocktails and that no real ale has been included in the next order. This is a shame, and I see no reason why a pub cannot sell both craft beer and real ale, as the Tap & Bottles in Southport does.

► P.S. on 8.11.19. I went in last week (31.10.19) and they do still have real ale on and it was in good condition. It seems that the reports of real ale's demise in this pub were premature.

Killing the goose that lays the golden eggs

The Office of National Statistics states that the average price of a pint of draught bitter in 1988 was 91p and that 30 years later in 2018 it was £3.06. We all expect prices to rise, but according to the Bank of England inflation calculator, 91p in 1988 is equivalent to £2.39 in 2018. If inflation had been the only pressure on beer prices, that's what we'd be paying nowadays.

A year ago, YouGov conducted a survey with more than 40,000 respondents and found that beer was on average around 60p dearer than what drinkers considered reasonable. This means that, not just that beer is dearer in real terms, but drinkers feel they are being overcharged for it. How did this come about?

When the big brewers sold off their huge pub estates, most were bought by pub companies, who financed their purchases by mortgaging their newly-acquired properties. The 2007 financial crash then put most pubcos into massive debt; they are however too big to fail or they'd take the lenders down with them. To service these debts, pubcos charge very high rents for pub tenancies and insist the tenants buy their supplies through them, adding mark-ups that can be as much as 100% - just for passing on the order.

Then it was the government's turn. Beer duty has during this period been pushed up by much more than inflation, notwithstanding the odd duty freeze now and then. In addition, business rates, also set by central government, are disproportionately high when compared to other businesses with comparable turnovers. Talk about killing the goose that laid the golden eggs: if pubs are driven to close, they pay no duty or rates at all.

If you ever feel your pint is dearer nowadays in real terms, you're quite correct!

Asset stripping through neglect

Passing this closed pub in Southport recently, the Hoghton Arms, I thought the obvious neglect gave one compelling reason why pubs are closing. Letters are missing from the name and the paintwork below the windows hasn't been touched for years. If I were looking for a pub to run, I'd just walk past this one. It wouldn't surprise me if planning permission was sought to develop the site.

I've seen this happen before. On my last visit to the London Hotel in Southport, the place had clearly not been decorated since long before the smoking ban as the ceiling was still heavily stained with nicotine, several of the light bulbs were broken and the whole place was dingy and unwelcoming. Unsurprisingly, there were only about three or four people in what was a large street corner people in a residential area, even though there wasn't another pub or bar nearby.

I e-mailed the owning company and asked about the rumour that the pub was to be closed down. I initially received nothing back but after a couple of reminders was sent a very guarded reply asking what my interest was: was I interested in buying the pub? I replied no, I was just a customer concerned about its future. I received no further response. Shortly afterwards came the inevitable announcement that the pub was unviable, although unsurprisingly they didn't mention that they had run it into the ground. A group of new houses now sit on the site.

Most pub companies are property companies and have no vested interest in maintaining their pubs, especially when they can get the equivalent of a massive lottery win by selling the land for redevelopment. Breweries were more likely to maintain their estates of pubs because they were outlets for their core product, beer, but as is well known such brewery estates are uncommon nowadays.

Even many apparently successful traditional pubs are, behind the scenes, struggling under inequitable tenancy agreements that require licensees to take responsibility for often quite major maintenance costs, as well as overcharging for the products on sale: licensees have told me about 50% to 100% mark-ups on beer as compared to the open market. Many pubs would be much more successful if they weren't tied and could buy their supplies where they wanted. Although I'm a Leftie, my understanding is that under capitalism competition is supposed be good for the economy by bringing prices down to benefit all of us - well, that's the theory we're fed. The tie ensures that pubco-owned pubs are denied even that dubious benefit.

Nothing is likely to be done because our rulers are quite happy if pubs close and we all stay at home, but people cannot be bullied into such behaviour against their will. The rise of new micropubs and bars, not tied to any company, are stepping into the breach, or even opening in areas that weren't previously served by any drinking establishments. For example, the Hillside area of Southport had no licensed premises at all until three years ago: now there are two new bars and a micropub, with two of them serving real ale (the Grasshopper and the Pines).

The down side is that we continue to lose irreplaceable traditional pubs that, if the owners had the will, could remain open. The success of various community pubs which had previously been closed by pubcos as unviable simply shows that the pubco business model is itself the problem.

I do know there are other factors in pub closures, such as excessive tax, unfair business rates, changes in how people socialise, and so on, but I have seen pubs allowed to deteriorate, often (in my opinion) quite deliberately.

Perhaps The Twain

The Pub Curmudgeon has written a good post 'Never The Twain' on his blog comparing cask beer to craft, and pointing out that many handcrafted real ales could be justifiably called craft. While he's correct, it's an argument that's probably been lost because popular linguistic usage isn't always logical - for example, did you know that 'flammable' and 'inflammable' mean exactly the same thing?

In October 2012, I was able to write about craft:
I don't have a problem with the existence of craft beer, including keg, and wouldn't refuse to try it, if I knew anywhere I could buy it, but the nearest place I'm aware of is in Manchester, 40 miles away.
There were probably closer places that I didn't know about, but the point that craft wasn't generally available was correct at the time. However, such days are long gone and it is now commonplace. In the spirit of experimenting I have tried a few and, as I've previously written, have found that some have been well brewed and have a good flavour. The main difference concerns the method of dispense, and drinking craft is to me like drinking bottled beers, which is something I might do at home or at a party. In the pub I simply prefer real ale. 

When writing about pubs for the weekly CAMRA column in our local papers, I'll always mention craft beers if they're on sale; I have been writing these for more than three years now and none of our local 800 members have ever complained about it, which tends to counter the 'stick-in-the-mud' accusations against the campaign. Indeed, some CAMRA festivals have even been putting on a craft bar.

I know some drinkers who happily drink both styles regularly, and I expect that tendency will increase as the original craft drinkers grow older and the subsequent generations of beer drinkers simply see handpumps, craft fonts and bottles as normal components of pub or bar scenery - not as defining their personal identity. If I'm right, then 'Never The Twain' will become history.

Today I don't detect the hostility between vociferous cask and craft advocates that I certainly used to see on some blogs and websites, in the risible antics of BrewDog, and in the letters page of 'What's Brewing', the CAMRA newspaper - but, oddly enough, didn't tend to encounter in the real world.

Who's singing? You or the computer?

I've just been listening to BBC Radio 2 late at night and I have been dismayed - not for the first time - by how many singers have, in my judgement, had their voices adjusted by Autotune. If you can't sing in tune, you have no right to fob off a fake product on the public.

Judging by this image I found on-line, I am clearly not alone in regarding Autotune as the musical equivalent of sports people using performance-enhancing drugs. In both cases, the public is being conned.

For the record, I am on at least 18 albums (possibly more), and I know I can sing in tune without computerised assistance. That's not just my opinion: it's also the view of a friend who has perfect pitch. And I'm just a local, mostly amateur, singer.

The EU, free speech, and Tim Martin

I wrote a few days ago about how some people can, in my opinion, be quite snooty about Wetherspoon's pubs. In recent weeks I have been hearing another explanation for avoiding them, a more political one. As I said in my earlier post, anyone who chooses not to patronise Spoons because of Tim Martin's strident views on leaving the EU is of course perfectly entitled to do so, but although I completely disagree with him on that issue, it won't stop me using the pubs.

Why not? Quite simply, I take the view that Tim Martin is entitled to his views, although I must question the business sense of potentially alienating up to 48% of your potential customers, but that's his problem, not mine. As I also previously said, if I knew the views of senior directors of a lot of pub chains, breweries, or indeed any companies that get money from me, I'm sure I'd find plenty to disagree with. Sensibly from a business perspective, most people in such positions will be much more guarded in their public statements than Tim Martin.

This second post on the subject of Spoons was prompted by a friend giving me a few vouchers, saying that she'll never use them because of Martin's public statements on leaving the EU, so I might as well have them. Fine by me. While I'm a very political animal, having been involved in unions, political parties, demonstrations and campaigns for most of my adult life, I accept the principle of free speech.

So let's define free speech: it doesn't just mean that you have the right to say what you believe in, it also includes other people having the right to say things that you fundamentally disagree with. In this country, there used to be an attitude of, "I disagree with what you say, but I defend your right to say it", often more simply expressed by agreeing to disagree. Increasingly the attitude is, "How dare you say that!", very often accompanied by insults and abuse.

I believe this change began with Mrs Thatcher because that was very much her approach, but she is not solely, or even mostly, to blame: social media have given very public voices to people with genuinely nasty attitudes who are incapable of tolerating, not only views they don't like, but people they disapprove of, often for irrational reasons such as gender, sexual orientation, ethnicity, religion, political views, or even just because they don't find them physically attractive. In other words, bigots. Bigots don't respect free speech in others, which is one of the reasons why we have laws against the hatred they spew out.

The tone of some discussions, especially on-line, has become distinctly unpleasant: calling your opponents 'Brexiteers' or 'Remoaners', by no means the worst terms I've seen, isn't likely to encourage a respectful exchange of views, which is why I have never used them: I prefer 'Leavers' and 'Remainers'. Besides, adults engaging in such silly name-calling is an unedifying sight.

Getting back to Tim Martin. As far as I know, he has not demonstrated any bigotry; he simply has very strong views on leaving the EU and has used his public profile to try to persuade others. He is, in short, exercising his right to free speech. Unfortunately, this issue has become so toxic that rational discussion is becoming increasingly difficult, but as long as he stays within the bounds of civilised debate on an issue about which we've all had the chance to have our say through the ballot box, I have no intention of boycotting his pubs.

One thing I have observed is that the old convention, one I have never fully agreed with, that you don't talk politics in the pub seems to have gone out of the window. In the last month or so, I have heard several animated conversations in pubs about leaving the EU.

Spoons - just stirring it up?

A recent negative comment ("poor food cheap drinks") on a Facebook post about Wetherspoons got me wondering why some drinkers are so dismissive about the pub chain. I accept that Tim Martin is perfectly capable of being complete prat, particularly on those occasions when he spouts his views on issues beyond his immediate business, but if I knew the views of managing directors or CEOs of most breweries or pub companies, I'd probably find quite a lot to take issue with.

Anyone who chooses not to patronise Spoons because of Martin's strident views on leaving the EU is of course perfectly entitled to do so, but although I completely disagree with him on that issue, it won't stop me using the pubs.

Comments I've read over the years, sometimes inserted anonymously on other beer blogs, have been along the lines of:
  • Pensioners drooling into their meals.
  • Brats running wild.
  • People on benefits squandering their 'handouts'.
  • Alkies drinking from opening time.
And so on. People writing such things are clearly looking down with contempt upon some of their fellow citizens: not an admirable trait. 

I have never noticed anyone drooling into their food, beer or anything else; I regarded that kind of comment as snobby ageism. How dare older people want to go out for a drink? They should be tucked up at home with their slippers and cocoa, getting increasingly isolated and depressed - but out of sight. Any children I see in Spoons are no worse than those in other family-friendly pubs, and calling them 'brats' is just another instance of snobbery. As for people spending their benefits: first of all, how would you know? And secondly, even if they were, they're entitled to some kind of social life.

I've also read a number of times, especially recently for some reason, that CAMRA shouldn't give £20 of beer tokens to its members.  Some people seem to think that the beer tokens constitute a subsidy of Spoons by CAMRA; if so, they have got it completely wrong. The vouchers are a CAMRA membership benefit entirely paid for by Wetherspoons, and it's not the only company that provides perks - have a look here - but no one ever suggests that CAMRA should turn those other offers down. This type of whingeing is just a handy stick to beat both Spoons and CAMRA, even if it does involve getting the facts wrong, but that's indicative of the times we live in, unfortunately.

There are a number of pubs in Southport that I like to frequent, and they include traditional pubs, micropubs, and Spoons. The one I go to most is the Guest House, one of the most unaltered traditional pubs in the town centre, but on occasion I like to go to one of the town's two Spoons, the Sir Henry Segrave and the Willow Grove. I also like the magnificent North Western in Lime Street, Liverpool, and, although I don't get there very often, the Court Leet in Ormskirk. The Twelve Tellers in a former bank in Preston is also rather impressive.

Nearly ten years ago, I wrote how Southport's two Spoons outlets were a thorough disappointment. I'm pleased to say that post is completely out of date today, and a good choice of well-kept beer is available in both. I mention this to demonstrate that I am not an uncritical fan of Wetherspoons, and if I am dissatisfied, I am prepared to say so.

Perhaps some slightly younger Spoons detractors simply don't know how lucky they are. In the 1970s and 1980s, we would have a thought a pub like Spoons was marvellous at a time when most pubs had only one or two beers on, usually from the same brewery. My chart shows the number of real ale pubs in the whole of Southport (not just the town centre) in 1985, categorising them by how many real ales they had on. Nowadays you can get a better choice in the area around the northern end of Lord Street alone.

People are of course fully entitled to dislike like Spoons as pubs, but the nature of some of the criticisms has made me wonder whether there are other factors, such as feelings of superiority, perhaps?

I don't agree the food is poor: it's good for what you're paying. I also have no problem with cheap drinks.
Wetherspoons provides many people on restricted incomes with an opportunity to have an afternoon or a night out with a few drinks and a reasonably-priced meal, that they certainly couldn't afford in an overpriced gastro-pub.
Not everyone can afford to be as choosy as you!

Fuller's Brewery sold to Asahi

It was announced last week that the well-known British regional brewer, Fuller's of London, has sold its brewing concerns to the Japanese brewing multinational, Asahi. Fuller's Griffin Brewery in Chiswick is home to the famous London Pride which is popular across the UK and often seen locally in Merseyside and beyond. Fuller's will now concentrate solely on running its pubs with Asahi as its primary supplier, so I expect that in the short term drinkers may not notice much difference.

Over the years, Asahi has taken over many other breweries, such as Meantime, also in London and mainly known for craft beer, Grolsch in the Netherlands, Italy's Peroni, and Pilsner Urquell from the Czech Republic. As a truly international concern, it also owns many other brands not so well known in the UK.

It's always worrying when a piece of Britain's traditional brewing heritage falls into multinational ownership, not for Little Englander reasons, but mainly because the breweries acquired in this manner are in the control of boardrooms thousands of miles away. Fuller's has gone from being an independent traditional British brewer to just another brand in Asahi's large international brewing portfolio; as a result, decisions will be made by executives who are unfamiliar with the individual breweries concerned and who would be inclined to see them as little more than entries on a profit and loss account.

I expect that some drinkers will say that it's no great loss - someone usually does - but such a 'dog in the manger' attitude is quite contemptuous of the tastes of the many drinkers, the majority in fact, who have no wish to experiment on their nights out and consequently find a beer, or a few beers, that they like and stick to them. For many such drinkers, Fuller's beers, especially London Pride, fits the bill.

There have been all the usual reassurances about maintaining the production of the popular brands on their traditional site, and I do hope that those promises are kept. However, beer drinkers with long memories will remember similar commitments were regularly made after takeovers in the past - and almost as regularly betrayed. The fact that Meantime Brewery remains open might give us some reason to hope.

Asahi and Fuller's have both expressed satisfaction with this deal and complete confidence in the future of their two companies. As Mandy Rice-Davies might have commented: they would say that, wouldn't they?

Losing your bottle

In a couple of TV dramas recently, I've noticed that when the characters drink beer at home, they drink out of bottles. While I know some people do this in real life, I don't see it that frequently. This may be partly attributable to the kind of pubs I tend to drink in, but I do also go into local micropubs that offer a good choice of bottles in addition to draught beer and I've noticed that most bottled beer drinkers will opt for a glass. This may be because they are drinking a premium product and want to enjoy it at its best, while the direct-from-bottle drinkers are more likely to be swigging bog standard foreign beers such as San Miguel.

Drinking out the bottle is a much less satisfying experience than drinking the same bottled beer out of a glass. The beer fizzes up in your mouth and in your stomach, with a consequence that you cannot fully taste the flavour and you become bloated more quickly. It can also develop a huge head in the bottle. I expect that dramas like to depict people drinking out of bottles because it looks more rugged or some such nonsense, but bottles were not designed to be drunk out of. On the few occasions when I drink bottled beer at home, I use a glass and find that guests always do as well.

There is also the question of hygiene. Bottled beers can be stored in insecure premises in breweries, warehouses, pub cellars or supermarket storerooms. These types of areas are not kept clean to a food safety standard and there is the real chance of rats, mice, cockroaches or other vermin crawling over crates, urinating and defecating as they go. Some drinkers then put these bottles straight into their mouths. Unless there is some visible dirt on bottles, they are not normally cleaned, and even when they are, it would be quickly for appearance rather than thoroughly for hygiene.

Still, we mustn't be too harsh on the bottle drinkers: if they poured their beer out and supped it from a glass, they might find they're not actually that keen on the flavour.

Bass and the Mad Hatter

In my early days of beer appreciation, Draught Bass was regarded as the Rolls Royce of beers which we would go out of our way to find. The bottled version, Bass Pale, was similarly well regarded; it was slightly stronger than the draught and was known all over the world, being shipped to many countries, especially India, and was the first foreign beer to be sold in Japan. Edouard Manet depicted bottles of Bass in his painting ‘Le Bar Aux Folies Bergere’ in 1882, and thirty years later 12,000 bottles went down with the Titanic. Bass Pale was a world-wide phenomenon whose history, it has been claimed, goes back to 1777.

The brand is now owned by global brewer AB InBev who will relaunch it next month. In 2013, they decided to rename this iconic beer as “Bass Trademark Number One” to acknowledge the fact that the famous Bass red triangle was the first registered trade mark in the UK. This move was described by beer blogger Zythophile as “a classic example of How To Royally Screw Up Your Brand” (see his full post here). AB InBev say they are bringing this beer back with its original name to “invigorate the premium ale category”.

The beer scene has changed a lot in recent decades, with a younger generation of beer drinkers who have a far wider choice of real ales, craft beers and bottled ales than ever before. Classic brand or not, it will be competing in a very crowded market place and the beer will have to be very good to make any serious inroads. Still, I look forward to giving it a try.

Closer to home, I was sorry to hear that Liverpool's Mad Hatter Brewery has ceased trading. Launched in 2013, it was one of the few breweries to be run by a woman, Sue Starling, and produced a number of interesting and sometimes quirky beers, some of them named after local places such as Penny Lane Pale and Toxteth IPA. Sue has said the pleasure of brewing has gone after the departure of her co-founder, Gareth Matthews, whose creativity she has sorely missed. That loss, coupled with a change of premises, means that she no longer wants to run the business herself, but she is open to offers to buy it “so it could live on”.

It's certainly a pity to lose a distinctive presence on the local beer scene, so you've always fancied running your own brewery, this may be your big chance.

An alcohol-free GBBF?

I've received this in an e-mail from CAMRA about the GBBF:
Thanks to Dutch-based Braxzz Brewery we're offering an alcohol-free beer range for the very first time at the festival. A recent newcomer into the alcohol-free & low-alcohol category, they'll be bringing their alcohol-free IPA, Amber Ale and the world’s very first alcohol-free porter at 0.0% ABV. You will have a chance to sample this and the rest of their core range throughout the festival week, so don’t miss out.
I have nothing in principle against the idea of alcohol-free beer being available, but the cost of a day ticket to the GBBF is £11 (plus booking fee) or £14 on the door; I really do wonder how many people are going to pay that much to enter a festival just to drink alcohol-free beer?
